Представям ви моето окончателно решение на вашия проблем. Решението е резултат от дискусии между едни от най-опитните съдии и може да се счита за „официално становище”.

На първо място трябва да призная че текстът на Правилника по прескачане на препятствия не е достатъчно ясен тъй като позволява в различна степен две различни тълкувания, които ти описваш в твоя е-майл. Ето защо ние трябва да разберем какъв е смисълът или „философията” на това правило.

Най- важният член, който трябва да се използва в повечето изпитания е ПП чл. 226.2: „Паркурът започва и времето стартира в точния момент, когато състезателят възседнал коня премине през стартовата линия в правилната посока (...). Той продължава до момента, когато състезателя възседнал коня пресече финалната линия в правилната посока (…).”

В изпитание избери си точките, състезателя има два варианта да завърши паркура:

-    Първият е обичайният – пресича финалната линия.

-    Другият е чрез напускане на плаца без пресичане на финалната линия, както е описано в ПП чл. 270. Камбаната само оповестява, че не е останало време за събиране на повече точки за по-добър резултат. Чл 270.6 „Биенето на камбана обявява край на паркура” не означава, че това вече е края на паркура, тъй като ясно е описано че състезателя трябва да завърши паркура си като пресече финалната линия или напусне плаца. 

Във вашият случай състезателят определено не е завършил паркура си, тъй като доколкото мога да преценя не е нито пресякъл финалната линия нито е напуснал плаца. Така че единственото решение тук е „Елиминиране” по чл. 241.3.25

Накрая бих искал да подчертая, че наистина разбирам защо колегите са имали спор при решението на този проблем, както казах вече, признавам че правилото не е достатъчно ясно.

Finally, here is my solution for your problem. The solution is the result of a discussion between some very experienced Judges and could  therefore be regarded as  a kind of "official solution".

First of all, I have to admit, that the text of the JR is maybe not clear enough, as it allows to a certain degree the two different solution you have described in your e-mail. Therefore we have to find out what the sense or "philosophy" of this specific rule is.

The important article, which has to be used for most of the competitions is JR Art. 226.2: "The round starts and the time starts running at the precise moment when the mounted Athlete passes the starting line in the correct direction (...).It extends to the moment when the mounted Athlete crosses the finishing line in the correct direction, (...)."

In a Top Score Competition the Athlete has two option to finish his round:

 The first option is the "usual" one by crossing the finish line. The other option is by leaving the arena without having crossed the finish line as described in JR Art. 270. The bell only indicates that there is no more time left to gain more points to get a better result. Art. 270. 6 "Ringing the bell declares the end of the round." does not mean that this is already the end of the round, as it is clearly described, that the Athlete has to finish his round by crossing the finish line or by leaving the arena. (BTW – when you are Judging such a class, take care that the time keeps on running as long as the Athlete has not crossed the finish line and is still in the arena - he might change his mind, circle around and cross the finish line in a second approach to get a time to have a better result as he would have without a stopped time.

In your example, the Athlete has definitely not finished his round, as, as far as I can see, he has neither crossed the finish line, nor has he left the arena. Therefore the only solution can be "elimination" based on JR Art. 241.3.25

Finally, I want to point out, that I really understand that the colleagues had a problem to find a solution for this problem. As I said already, I have to admit that this rule might not be clear enough.
